1. Per Ref A, Ambassador Wills and Secretary General of 
the Colombo Plan U. Sarat Chandran signed an amendment 
to the Colombo Plan funding agreement for the allotment 
of USD 500,000 to the Drug Advisory Program on March 31. 
The amendment provides funding for counter-narcotics 
projects in Afghanistan (detailed in Ref B).  The signed 
amendment has been forwarded to INL/RM by registered 
pouch number 8026419.
