Understanding cables
Every cable message consists of three parts:

ΒΆ1. (U) In order to comply with Leahy requirements, Post is 
forwarding herewith the names and biodata of eight Afghan 
officers selected for IMET training.  They will attend the 
Afghanistan-Pakistan Confidence Building Seminar to be held 
September 17-30 in Garmisch, Germany.  The individuals have 
been interviewed by the office of the program coordinator for 
IMET at CSTC-A.  DAO and RAO checks have yielded no 
derogatory information.
