Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

In response to reftel, post has canvassed sections and 
agencies responsible for the assistance programs described in 
para 17, section IIA1.  Post is not aware of any case in 
which the Turkish authorities levied taxes, or attempted to 
levy taxes on goods provided under fy 2003 appropriations 
under these assistance programs.
