Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

(SBU) Ambassador discussed reftel conference in separate 
meetings this week with MinState for Foreign Affairs Mohammed 
Abdel Ghaffar and Minister of Interior Shaikh Rashid, 
advising that Homeland Security Advisor Fran Townsend would 
head the U.S. delegation and asking about the composition of 
the Bahrain delegation.  Abdel Ghaffar said that the 
composition Bahrain's delegation is still being determined, 
and that he would advise once it had been set,   Shaikh 
Rashid indicated that Undersecretary/Chief of Police Maj. 
Gen. Abdel Latif Al-Zeyani would represent the Ministry of 
Interior at the Conference.
