Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1.  (SBU) MFA Energy Department Head Altay and GOT Iraq 
Coordinator Celikol told us in separate meetings that the GOI 
has agreed to dates for the next meeting of the Neighbors 
Process Energy Working Group.  The GOT plans to host the 
Energy Working Group on March 1 and 2 in Istanbul.  The GOT 
is proposing that the meeting be followed by a trilateral 
(IZ-TU-US) meeting on Iraqi gas March 3 and 4.  Celikol 
expressed hope that Steve Mann and/or Matt Bryza might be 
able to travel to Istanbul to participate. 
 
2.  (SBU) We informed MFA that the gas trilateral dates 
overlap by one day with the Washington International 
Renewable Energy Conference (WIREC) that Secretary Rice will 
host March 4-6 (reftel). Altay said he would raise this issue 
within MFA and with the Ministry of Energy.
