Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.
To understand the justification used for the classification of each cable, please use this WikiSource article as reference.

UNSCR 1737

REF: STATE 14071

1. (SBU) Ambassador made reftel demarche to Foreign Affairs
Permanent Secretary William Joof (Deputy Formin equivalent),
stressing the imperative of strong pressure by the
international community on Iran, via full, effective
implementation of UNSCR 1737, to prevent its acquisition of a
nuclear weapons capability. Ambassador also outlined steps
by the U.S. to implement UNSCR 1737. Joof took note of our
demarche, but made no substantive comment.

2. (SBU) We will report any substantive GOTG reaction and
continue to seek opportunities to impress upon GOTG officials
and the private sector the crucial importance of implementing
UNSCR 1737 and of denying Iran a nuclear weapons capability.
