Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

SUBJECT: LATVIA EXTENDS AFGHANISTAN MANDATE 
 
 
On October 5, the Latvian parliament (Saeima) voted 73-18 with one 
abstention to extend the mandate for the Latvian troops serving in 
ISAF by one year.  The new mandate expires October 13, 2007, the 
same date that the current UNSCR mandate for the mission expires.
