Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

On November 16, Post discussed ref A points with Michael 
Keaveney, Department of Foreign Affairs (DFA) Third Secretary 
for Disarmament and Nonproliferation, after having earlier 
raised ref B points with Therese Healy, First Secretary in 
the same office.  Keaveney noted that Ireland would be unable 
to attend the ROEG meeting in Hamburg due to personnel 
constraints, but has made arrangements with the German 
Embassy in Dublin to obtain all documents that come out of 
the ROEG event.
