Understanding cables

ΒΆ1. (SBU) On March 17 DCM delivered reftel demarche, following up 
on a previous demarche by Ambassador, this time to Deputy Foreign 
Minister Mahmud Mamadguliyev and asked for a substantive response 
to request to support Guatemala in its bid for a non-permanent UN 
Security Council seat.  Mamadguliyev responded that he had 
already passed this demarche to Deputy Foreign Minister Araz 
Azimov (who has responsibility over UN issues), and promised to 
encourage Azimov to provide the USG with a response.
