Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. (U) We discussed reftel issues o  July 25 with Andy 
Rachmianto, Deputy Director frr WMD Issues in the Directorate 
for Internationa  Security and disarmament at the Indonesian 
Department of Foreign Affairs.  Rachmianto stated that, 
barring any unforeseen developments, Desra Percaya, Director 
for International Security and Disarmament, was expected to 
remain the chief player in Jakarta for nonproliferation 
issues, including the Nuclear Nonproliferation Treaty (NPT). 
 
2. (SBU) Rachmianto said Indonesia planned to participate in 
the upcoming General Conference meetings in Vienna in 
September and the First Committee of the UN General Assembly 
in New York in October.  Most likely either he or Percaya 
would attend. 
 
3. (SBU) Rachmianto expressed appreciation for the points on 
U.S. disarmament actions (noted reftel).
