Understanding cables

2. Econoff delivered reftel demarche seeking Turkish 
support for the U.S. candidacy to the International 
Maritime Organization (IMO) Council in Category "A" to 
Orkun Ersoy, of MFA's Maritime and Aviation Department, 
on October 7.  Ersoy responded to the demarche by 
proposing mutual support:  Turkish support for the U.S. 
candidacy in exchange for U.S. support of Turkey's 
candidacy in Category "C". 
 
 
3. Action Request:  Please advise Embassy as to how to
