Understanding cables

(SBU) Pol/Econ Chief May 10 delivered reftel points 
concerning attendance at the May 22-23 Democracy Assistance 
Dialogue intergovernmental meeting in Ankara to MFA Director 
for Bilateral Affairs Dhafer Al Umran.  Al Umran confirmed 
that Bahrain would participate in the meeting, saying MFA 
officials Shaikha Zeina bint Hamad Al Khalifa and Hind Kamal 
would attend.  While they are not senior officials, he said 
they had participated in previous DAD events and had valuable 
experience and continuity in dealing with the issues.
