Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.

(SBU)  PolMil Counselor and PolMilOff delivered talking 
points outlined in reftel to MFA DDG for Disarmament Bulent 
Meric, on March 29.  Meric stated that the points would be 
passed to the relevant department that works on matters 
relating to SUA Convention.  He understood the relevance of 
Article 8bis to PSI, saying that the US request would be 
considered from "a positive perspective."
