Understanding cables

Poloff raised reftel talking points March 2 with Kazim 
Cavusoglu of the MFA Balkans Department.  Cavusoglu noted 
that the GOT in the past has explored the possibility of 
supporting the construction of a high-security prison in 
Bosnia and Herzegovina.  He said he will discuss the USG 
position on the donor's conference with officials at the 
Ministry of Justice and inform the Embassy about whether the 
GOT plans to make a donation.
