Understanding cables
Every cable message consists of three parts:

On February 24, we delivered reftel non-paper to Miroslav Sestovic, 
Director of the African and Middle East Division of the Ministry of 
Foreign Affairs.  Sestovic said that he would share the non-paper 
to with relevant Serbian ministries and that while Serbia had no 
open water ports to deny entry to, the government would monitor for 
attempts by the Islamic Republic of Iran Shipping Lines to obtain 
liability insurance coverage from Serbian firms. Post will report 
any additional Serbian government response.
