Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1.  (SBU)  Mission forwarded on October 16 reftel invitation 
for the Pakistan-Afghanistan development meeting hosted by 
EEB A/S Sullivan to Dutch Development Minister Bert Koenders. 
 Koenders will attend the October 20-21 IMF/World Bank Annual 
Meeting in Washington. 
 
2.  (SBU)  Andre Westerink, World Bank Coordinator at Dutch 
Ministry of Foreign Affairs (MFA) and responsible for 
Koenders' Washington schedule, told Econoff that the October 
20 Pakistan-Afghanistan development meeting conflicted with 
two previously scheduled meetings for Minister Koenders. 
Dorine van Norren, Senior Policy Officer, North American Desk 
at the MFA said they would inquire whether someone from the 
Dutch Embassy in Washington DC could attend on behalf of 
Minister Koenders.  Post will follow up and forward any 
information received.
