Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. 1.  Summary.  The Indonesian Air Force (IDAF) verified on 
June 19 that the IDAF has ordered the C-130 components 
detailed in reftel through their local agent PT. Citra Wira 
Bawana (Citra).  We also contacted a Citra official on June 
2 and July 3 and verified the order.  We will provide 
Washington with a summary of the company profile and a copy 
of procurement contract, upon receipt from Citra.  End 
summary. 
 
2.  We contacted Ms. Milany T. Luwena, Director of P.T. 
Citra Wira Bawana on June 2, to inquire about the company's 
status and and confirm order number 05-993859 (T56A-15LFE 
C130 Aircraft engine) and 05-993860 (spare parts and 
components for C-130 aircraft).  According to Milany, Citra 
is a subsidiary of Karel Enterprise Pte. Ltd. Singapore, and 
has supplied aircraft spare parts to the IDAF since 2005. 
 
3.  Milany agreed on July 3 to provide us with a company 
profile of Citra and a copy of the procurement contract with 
IDAF.  We will email the scanned version to Washington to 
attention of Rebecca Valerin upon receipt.  Milany also 
confirmed that Citra is aware of the restrictions of USML 
articles, including restrictions on re-export. 
 
4.   We also met with Indonesian Air Force Marshal Sunaryo 
on June 19.  Sunaryo confirms that IDAF has ordered the 
components listed in reftel.  He did not specifically 
confirm whether IDAF has USD 50 million available for these 
acquisitions.
