Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1. Polcouns delivered reftel demarche August 19 to Katarzyna 
Katsperczyk, who handles Community of Democracy issues in the 
MFA's Department of Policy Planning.  Katsperczyk said that 
Poland, as a convener and strong supporter of the Community 
of Democracies and the UN Democracy Fund, will be making a 
contribution to the Fund, but that the amount had not yet 
been signed off on by the Prime Minister's office.  She said 
she would let us know the amount as soon as it was determined. 
 
2. President Kwasniewski will be arriving in New York on 
September 14, and thus should be able to attend the event 
being hosted by President Bush.
