Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). (SBU) During a February 25 meeting with Department of 
International Relations and Cooperation (DIRCO) Assistant 
Director for Nuclear Disarmament and Nonproliferation 
Simbongile Mancotywa-Kumsha, Deputy Political Counselor 
stressed the importance of prompt agreement on a Conference 
on Disarmament (CD) Program of Work and provided reftel 
points.  Mancotywa-Kumsha assured us that she would share 
U.S. views with DIRCO Deputy Director Johann Kellerman, who 
recently returned from an assignment as South Africa's 
representative to the CD and now manages South Africa's CD 
participation.
