ΒΆ1. (SBU) Per Reftel post delivered diplomatic notes for U.S. 
Election to the ITU Council and Mrs. Zoller's candidacy for 
the ITU Radio Regulations Board on 11 October to the 
Department of Communications (DOC) and the Department of 
Foreign Affairs.  DOC Administrative Officer Thabane Sieeko 
responded 18 October stating that the South African 
Government's position on the election and candidacy will be 
revealed during the ITU Plenipotentiary Conference, not 
beforehand.  He stated that DOC Minister Dr. Ivy 
Matsepe-Casaburri will head the South African delegation but 
that the minister will only be attending the first few days 
of the conference.  In the minister's absence, DOC Deputy 
Minister Radhakrishna (Roy) L. Padayachie or Director General 
Ms. Lyndall Shope-Mafole will head the delegation.  Mr. 
Sieeko added that representatives from ICASA (Independent 
Communications Authority of South Africa), Telkom, Sentech, 
Vodacom, MultiChoice, and the Department of Foreign Affairs 
will join the delegation, but he did not provide names.
