Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. 1. (SBU) Per ref A exchanges with the Department, post requests 
clarification of ref B Freedom of Information Act request from Mara 
Verheyden-Hilliard on behalf of the Venezuela Solidarity Network. 
The request asks for copies of all records regarding all grants, 
payments, and/or funds transfers to individuals, groups or political 
parties in Argentina from January 1, 2006 to the present.  Post's 
Financial Management Office has determined that these search 
criteria -- as presently defined -- would require providing copies 
of records of thousands of payments made by the Embassy to 
individuals and groups.  Since the cost of the search is borne by 
the requester, post reiterates its request to the Department that it 
ask Verheyden-Hilliard to redefine the search criteria.
