Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol).  (SBU) On October 25, PolOff delivered reftel points to 
Mariusz Lewicki, Head of the Human Rights Section in the 
MFA,s UN Department.  Lewicki indicated that Poland will 
continue to support the common EU position. The EU is 
expected to maintain its common position and vote for the 
adoption of the Cuba embargo resolution. Lewicki stated that 
in the Explanation of Vote, on behalf of the EU, the 
Presidency will express their opposition to the 
extraterritorial extension of the U.S. embargo and 
simultaneously they will deplore the human rights situation 
in Cuba.
