SUBJECT: STATE-DOD MOU ON SECURITY - ANNUAL REVIEW OF MOA

 1.  On November 13, the Emergency Action Committee (EAC) 
convened to complete the required annual review of post's MOA 
implementing the Department of State and Department of 
Defense MOU on security arrangements for DOD personnel (ref 
A).  EAC reviewed annexes A and B as requested and made no 
substantive changes.  EAC did alter some of the names given 
to military units at post to accurately reflect the existing 
military chains-of-command. 
 
2.  Text below is Annex A and B in its entirety, including 
appropriate changes. 
 
Annex A 
 
COM NON-COMPONENT COMMAND FORCES: Anti-terrorism (AT) and 
security responsibility for the following forces falls under 
Chief of Mission (COM), through Chief, U.S. Office of 
Military Cooperation Yemen as the United States Defense 
Representative (USDR): 
 
1.  Defense Attache Office: 
a.  UIC: W1V077, Army Attache Office 
 
2.  Marine Security Guard Detachments: 
a.  UIC: M54050, Marine Security 
 
3.  DOD personnel detailed to other departments of agencies 
a.  Force Protection Detachment 
 
4.  Other DOD elements and personnel, to include CDRUSCENTCOM 
assigned forces that the COM and the CDRUSCENTCOM agree shall 
be under COM force protection and security responsibility: 
a.  UIC: W6AK20 SAO Yemen 
 
5.  DOD personnel assigned to the U.S. Office of Military 
Cooperation, Yemen 
a.  UIC: MA3CF15X, OMC Sanaa 
 
6.  Family members of the above assigned DOD personnel. 
 
7.  DOD temporary duty personnel assigned in support of an 
element under COM authority, whose country clearance and 
temporary duty orders specify the COM as responsible for 
force protection. 
 
8.  DOD personnel, not performing a CDRUSCENTCOM mission or 
whose TDY orders do not specify the authority responsible for 
force protection, transmitting through Yemen in a temporary 
duty status.
