Understanding cables

ΒΆ1.  On 30 June, poloff discussed talking points (reftel) with 
Daniel Mutezintare, the focal point for UN issues in the 
Minstry of Foreign Affairs.  Mr. Mutezintare said that the 
GOR was currently not committed to supporting either 
Guatemala or Venezuela, but he would brief Foreign Minister 
Murigande before the AU summit on the USG's rationale for 
supporting Guatemala.
