Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

(SBU) EconOff delivered reftel non-paper February 22 to Martin 
Poder, Head of the EU and International Affairs Department of the 
Ministry of Finance, and Kulliki Linnamagi, acting U.S. Desk 
Officer at the Ministry of Foreign Affairs.  Linnamagi responded 
that the Government of Estonia had no problems with the decision, 
but hoped that the sanctions will not obstruct the develpoment of 
democracy and worsen the human rights situation in the country.
