Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

On November 3 emboff delivered reftel talking points on 
national implementation obligations of the Chemical Weapons 
Convention, as well as joining the Biological Weapons 
Convention, to Miguel Tongaza, First Secretary of the United 
Nations Department, Directorate of the International 
Conferences and Organizations at the Ministry of Foreign 
Affairs.  Tongaza informed emboff that the he would take the 
delivered talking points into consideration and expressed 
interest in attending the Sixth Review Conference of BWC 
States Parties in Geneva November 20-December 6, 2006.  No 
further substantive response was given.
