Understanding cables

We delivered Ref C demarche to DAS-equivalent for 
International Organizations Marc Giacomini who replied that 
France is favorably disposed towards this resolution and that 
Secretary of State for Foreign Affairs and Human Rights Rama 
Yade will represent France in the UNSC debate.  Yade will be 
accompanied to New York by IO Assistant Secretary-equivalent 
Sylvie Bermann.
