Understanding cables
Every cable message consists of three parts:

(SBU) A/DCM June 17 delivered reftel demarche concerning the 
June 20-21 29th International Conference of the Red Cross and 
Red Crescent to MFA Assistant Under Secretary for 
Coordination and Follow Up Shaikh Abdul Aziz bin Mubarak Al 
Khalifa.  Shaikh Abdul Aziz commented that Bahrain was one of 
the few Arab League members to have abstained in the December 
vote on the adoption of the Third Additional Protocol.  He 
said he would consider the points on voting in favor of 
amending the statutes of the ICRC to recognize the Third 
Additional Protocol.  He noted he would be in Geneva at the 
time of the session, heading the Bahraini delegation to the 
inaugural session of the UN Human Rights Council, and 
promised to consult with the Bahraini Permrep on the ICRC 
vote.
