Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

ΒΆ1. (SBU) United States Embassy, Kigali country team supports 
and welcomes a United States European Command-funded, Special 
Operations Command, Europe (SOCEUR) military-to-military 
programmed, Psychological Operations (PSYOPS) training course 
to be conducted in Rwanda in July 2006. The purpose of the 
training is to familiarize the Rwanda Defense Forces (RDF) 
Special Operations Forces (SOF) headquarters with PSYOPS 
organization and execution during crisis, peacekeeping 
missions and armed conflicts.  The Embassy country team 
supports the proposed training concepts, as outlined in 
EUCOM,s Concept/Coordination Sheet.
