Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1.  (U) This message is Sensitive but Unclassified--Please 
handle accordingly. 
 
2.  (SBU) SUMMARY:  Mission has conveyed reftel information 
to the Indonesian government.  The Department of Foreign 
Affairs said it would make the requisite checks in order to 
ensure that Indonesian firms were not involved with the 
designated Iranian entities and individuals.  END SUMMARY. 
 
3.  (SBU) On October 30, PolMilOff discussed reftel USG 
designations with Andy Rachmianto, Deputy Director for 
International Security and Disarmament at the Department of 
Foreign Affairs.  PolMilOff explained that the additional 
designations were consistent with obligations in UNSCR 1737, 
1747 and 1803 and with the guidance provided by the Financial 
Action Task Force on October 17, 2008.  PolMilOff also urged 
that the government of Indonesia check to ensure that no 
Indonesian firms were trading with the designated entities 
and individuals, noting the potential U.S. sanctions under 
E.O. 133382.  We left a nonpaper with the USG information. 
 
4. (SBU) Rachmianto welcomed the information.  He said the 
Indonesian government would make the necessary checks 
regarding potential Indonesian involvement with the 
designated entities and individuals.
