Understanding cables
Every cable message consists of three parts:

On January 15, Emboff delivered reftel demarche to Jure 
Rifelj, the Ministry of Foreign Affairs' Coordinator for 
Afghanistan.  Rifelj noted that he would be briefing and 
travelling with Foreign Minister Zbogar to London and would 
be able to provide more details to the Embassy on Slovenia's 
position in the days leading up to the conference.  Embassy 
will provide updated information as soon as it becomes 
available.
