Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

Embassy ESTH officer delivered demarche contained in REFTEL 
to Frederic Jung, officer for biological disarmament at the 
French MFA, on April 12, 2006. Mr. Jung noted that France 
gave a presentation on the subject of biosecurity for dual 
use research during the last AG plenary, to which Department 
may wish to refer.  MFA offered to compile answers to 
questions contained in REFTEL, including appropriate French 
contacts, and forward them by the date requested.
