Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.

(SBU) We have learned from the Indian Embassy and confirmed 
with MFA that DFM Alekseyev will lead the GOR delegation to 
the November 18-19 conference on Afghanistan. Yuriy Khokhlov, 
Head of MFA's Afghanistan Section, told us that Russia 
supports the Indian-Afghani initiative to organize a regional 
economic conference to promote Afghanistan's economic 
stabilization. He also confirmed that FM Lavrov will be in 
Hanoi November 17-19 for the APEC Summit.
