Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. (SBU) As requested in ref A, post has been in contact with 
French firm "M.C.E." on numerous occasions.  As detailed in ref 
emails, company executives were uncooperative in providing 
details requested or arranging site visits to view the miniature 
integrated GPS/INS systems in question. 
 
2. (SBU) In a letter dated December 7, 2004, and addressed to 
post blue lantern officer, the company manager wrote the 
following:

MCE specializes in physical measurements with significant export 
activities.  We work with correspondents located in the 
following countries:  India, Pakistan, UAE. 
 
Our request is the following: To which of the above listed 
countries can we export material (originating from) BEI Systron? 
To date, we have no declared clients but numerous commercial 
contacts anticipate multiple sales possibilities.  It would be 
regrettable, if after an order is taken, that we might be 
refused an export license.  In order to avoid this situation, it 
seems indispensable to know with which countries we can work.
