Understanding cables

(SBU) On July 16, Poloff met Vu Tran Phong of the Vietnamese 
Ministry of Foreign Affairs' (MFA) International Organization 
Department to deliver reftel points on language concerning Iran's 
nuclear program for the Non-Aligned Movement (NAM) Foreign 
Minister's statement.  Phong said Hanoi has not yet seen a draft of 
this statement.  He said, however, that the consensus process by 
which the NAM decides matters likely will result in a statement that 
is not "strongly worded."  Phong said Vice Foreign Minister Pham 
Binh Minh will head Hanoi's delegation to the June 27-30 meetings in 
Tehran.
