Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). Police (TNP), we have identified the following TNP candidate 
for the OSCE Counterterrorism Workshop to be held in Vienna 
February 11-12, 2010.  (TNP did not provide a second name as 
an alternate.) 
 
Yusuf TOPCAN, Major, Turkish National Police, Intelligence

Major TOPCAN received his Bachelor's Degree in criminal 
justice from the TNP Police Academy in 1995. 
 
His curriculum vita follows: 
 
1996-1998 - Deputy Inspector, TNP Public Order Department, 
Antalya, Turkey 
1998-2000 - Deputy Inspector, Protection Unit, Prime 
Ministry, Ankara, Turkey 
2000-2004 - Captain, Intelligence Analyst, TNP Intelligence

analyst against separatist terrorist movements.
