Understanding cables
Every cable message consists of three parts:

On September 1, Post received a diplomatic note from the 
Foreign Ministry requesting U.S. support for Paraguay's 
candidacy for a seat on the Economic and Social Committee 
(ECOSOC).  Also on 9/1 Acting Foreign Minister Gimenez 
reiterated to the Ambassador Paraguay's request for U.S. 
support.  Gimenez noted that the U.S. had urged Paraguay to 
consider candidacy in a demarche delivered in March 2005 (ref 
A).  The Ambassador responded that the U.S. will give 
Paraguay's candidacy the highest consideration.
