Understanding cables

(SBU) On November 17, Political Counselor and Political 
Officer discussed reftel demarche with the MFA's Director for 
Multilateral Affairs Beatriz Nunez and two other MFA officers 
present at the meeting. Nunez took the points on board and 
said she was aware that the 10th Emergency Special Session 
(ESS) at the UNGA was about to resume shortly. She thanked 
PolCouns, but provided no hint of the Uruguayan delegation's 
instructions other than a comment that, "Uruguay's policy is 
to bring balance to the Mid-east equation."  She also said 
the GOU lamented the Beit Hanoun incident and the 
indiscriminate firing of Qassam rockets into Israel. Embassy 
will relay any additional developments to the Department as 
appropriate.
