Understanding cables
Every cable message consists of three parts:

1. (SBU) On March 30 Pol/Econ Chief delivered reftel information 
to Khusrav Nosiri, Chief of European and North American Affairs 
at the Ministry of Foreign Affairs.  Nosiri had no immediate 
comment on the conclusions of the strategic review, but 
undertook to convey it to his superiors.  He added that 
Tajikistan was eager for shipments under the Northern 
Distribution Network of non-lethal cargo to Afghanistan, via 
Tajikistan, to begin as soon as possible. 
 
 
 
2. (U) Post will report any Tajik reaction to the strategic
