Understanding cables

1.  This is the Southeastern Turkey press summary 
for November 18, 2002.  Please note that Turkish

2.  SOUTHEASTERN DAMS WILL DISPLACE LOCALS 
(Evrensel)  A U.K.-based Kurdish Human Rights 
Project delegation traveled to Tunceli following 
contacts in Diyarbakir and Hakkari in order to 
investigate dam projects, elections and village 
returns.  The delegation called for international 
support against dam projects in the region, 
claiming these projects would displace local 
people. 
 
 
3.  INDICTMENT OF FOUR DEHAP MEMBERS CONCLUDED 
(Evrensel)  The Prosecutor's Office prepared its 
indictment against four Democratic People's Party 
(DEHAP) members arrested during DEHAP election 
campaign in Sirnak for playing Kurdish-language 
songs and flashing "V" signs in support of PKK 
(KADEK). 
 
 
4.  MERSIN NEWROZ ARRESTEE CHARGE POLICE WITH 
TORTURE 
(Evrensel)   Nimet Tekin, who was arrested during 
unauthorized Newroz celebrations in Mersin and 
released after eight months in jail, claimed she 
had been tortured while in custody.  Tekin will 
reportedly file suit against police officers.
