Understanding cables

 1. (U) Paolo Miraglia, MFA Central America and Caribbean 
Office Director, told PolOff 
that, although highly concerned about the human rights 
situation in Cuba, Italy will support the EU position and 
vote in favor of the Cuban resolution. Miraglia stated that 
the Dutch presidency will deliver an explanation of the vote 
which will stress the EU's concerns about human rights and 
urge the Castro regime to make substantial improvements. 
 
2. (U) PolOff also discussed the Spanish-led effort to 
reexamine the EU Common Position on Cuba and will report
