ΒΆ1.  (SBU) The GOU has not finalized its position on the Russian 
proposal to establish a nuclear fuel bank at Angarsk, but is 
leaning toward supporting the Angarsk reserve.  In response to 
reftel points, the MFA Acting Director of International Affairs 
Gustavo Somma told emboff on November 20 that his government had 
yet to finalize its position, but felt a consensus of support for 
the proposal was forming and Uruguay would be inclined to support 
it as well.
