Understanding cables
Every cable message consists of three parts:

1. (SBU) On December 1, Ambassador outlined the new U.S. 
strategy for Afghanistan and Pakistan described in reftel for 
MFA PermSec Tens Kapoma.  He stressed that the new strategy 
should be welcomed by Zambia and other countries who share 
our goal to disrupt, dismantle, and defeat al Qaeda and to 
prevent their return to either Afghanistan or Pakistan. 
 
2. (SBU) Kapoma appreciated the advance notice on the new 
U.S. strategy, noted that the approach had a significant 
development/economic component, and said he looked forward to 
hearing what President Obama had to say tonight.
