Understanding cables
Every cable message consists of three parts:

1. The following Diplomatic Note FA/D.10/3/79 from the 
Zanzibar office of the Ministry of Foreign Affairs of 
Tanzania was received on December 7, formally accepting the 
Department's proposal to open an American Presence Post (APP) 
in Zanzibar.  The Note also requests that the Department 
consider that consular matters be included in the 
responsibilities of the APP officer.  Full text of the Note 
follows (Para 2). 
 
2.  BEGIN TEXT: 
"The Zanzibar Office of the Ministry of Foreign Affairs and 
International Cooperation of the United Republic of Tanzania 
presents it compliments to the Embassy of the United States 
of America in Dar es Salaam and has the honor to inform the 
esteemed Embassy that the Revolutionary Government of 
Zanzibar has acknowledged with honor the plan to open an 
"American Presence Post" in Zanzibar island as specified in 
the Embassy's note No. 288/06 of 3rd October 2006 sent to the 
Ministry of Foreign Affairs and International Cooperation of 
the United Republic of Tanzania. 
 
The Revolutionary Government of Zanzibar will be, however, 
much delighted if the Post will also be able to take care of 
consular matters. 
 
The Zanzibar Office of the Ministry of Foreign Affairs and 
International Cooperation of the United Republic of Tanzania 
avails itself of this opportunity to renew to the Embassy of 
United States of America in Dar es Salaam the assurances of
