Understanding cables

(SBU)  During the course of a meeting November 15 primarily 
to discuss Lebanon (reported septel), French MFA NEA 
A/S-equivalent Jean Felix-Paganon stated that the French had 
reevaluated their participation in the early December Forum 
for the Future meeting in Sana, Yemen.  The French had 
previously indicated, per reftel, that Felix-Paganon would 
lead the delegation.  Following the meeting with DRL DAS 
Erica Barks-Ruggles, the GOF decided that former Minister for 
Cooperation Pierre Andre Witzer would lead the delegation. 
Felix-Paganon explained that FM Kouchner would not be 
available because he will accompany French President Sarkozy 
on a state visit to Algeria at the time of the meeting in 
Sana.
