Understanding cables
Every cable message consists of three parts:

ΒΆ1. (SBU) Poloff delivered the message in reftel on October 2 
to Roland Vock, Head of the Export Controls Sanctions Policy 
Division of the State Secretariat for Economic Affairs 
(SECO).  Vock commented that UNSCR 1835 reaffirmed the 
requirements of the previous sanctions UNSCRs on Iran, but 
did not include any new requirements.  He emphasized that 
SECO already has taken the necessary steps to implement 
UNSCRs 1737, 1747, and 1803 on Iran, saying the GOS takes its 
responsibilities in this area very seriously.
