Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1. Poloff called Indonesian MFA North America Affairs 
Director Harry Purwanto at 18:30 local time (07:30 Washington 
time) on August 12 to deliver reftel demarche.  Delivery of 
the demarche was reported to the Ops Center the same day.  A 
nonpaper with U.S. points, a copy of the resolution and the 
Secretary's remarks was faxed to the MFA on Monday, August

2. Purwanto said he would need to study the text of the 
resolution before being able to comment on its substance, but 
noted that the creation of a peacekeeping force would give 
Indonesia an opportunity to contribute the battalion-sized 
force it had been preparing since announcing this intention 
on July 21.  (Note:  Previously the size of the force was 
around 700 persons.  In a conversation with us last week, 
Indonesian MOD Juwono Sudarsono put the size of the projected 
force at 850 persons.)
