Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. SUBJECT: DEMARCHE DELIVERED ON IMPLEMENTING THE DUAL USE 
ITEM PROVISION OF UN SECURITY COUNCIL (UNSC) RESOLUTION 1803

1. ESToff delivered the points in ref, regarding the dual use 
item provision contained in UNSCR 1803, to Japanese Ministry 
of Foreign Affairs Non-Proliferation, Science, and Nuclear 
Energy Division officer Isami Takada on March 25.  The MOFA 
official appreciated receiving the non-paper and agreed to 
share it with colleagues in MOFA's Second Middle East 
Division, responsible for this issue. 
 
2.  On March 28, Poloff met with MOFA's Second Middle East 
Division Principal Deputy Director Motosada Matano and Iran 
Unit Chief Takashi Kamada.  Matano confirmed the Second 
Middle East Division has the lead on UNSCR 1803.  He noted 
Japan is fully aware of the provisions of UNSCR 1803, and 
like other Iran-related resolutions, intends to comply fully. 
 Kamada said the GOJ plans to issue a formal statement by May
