Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1. (U) USEU Poloff and Econoff delivered REF A points to 
Czech Government in its capacity as European Union (EU) 
Presidency, EU Council Secretariat, and European Commission 
officials.  Czech Vice Minister for Foreign Affairs Tomas 
Pojar will represent the Czech Presidency.  EU Special 
Representative for Afghanistan and Pakistan Ettore Segui will 
attend for Council Secretariat.  Representing the Commission 
will be DG RELEX Director for Asia James Moran and Paul 
Turner, DG RELEX Desk Officer for Afghanistan, along with 
staff from the EC delegations in Kabul and Islamabad. 
 
2.  (U) Commission interlocutor and DG RELEX Head of Unit 
David Tirr had some concerns with REF A points.  Tirr 
suggested the points did not entirely mirror the agreed upon 
objectives and recommendations covered at the Experts Meeting 
in held in Brussels in March.  USEU has forwarded those 
concerns (REF B) directly to Bob Deutsch and Manuel Micaller 
in SCA/FO and SCA/RA for consideration.
