Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.
To understand the justification used for the classification of each cable, please use this WikiSource article as reference.

1.  This is SFO-GVA-VI-006. 
 
2.  On October 20, representatives of the United States and 
the Russian Federation signed Joint Compliance and Inspection 
Commission Agreement Number 56 regarding Principles and 
Procedures for Completion of Continuous Monitoring Activities 
at Votkinsk (REFTEL).  The text of the Agreement was provided 
to the Missions of the Republic of Belarus, the Republic of 
Kazakhstan, and Ukraine in Geneva, together with a letter 
indicating that JCIC Agreement Number 56 was not signed by a 
Representative of their Government, and that the consent to 
be bound by this Agreement by the Republic of Belarus, the 
Republic of Kazakhstan, and Ukraine shall be expressed by 
their Governments in accordance with paragraph 6 of Annex 1 
to the Protocol on the Joint Compliance and Inspection 
Commission.  The Representatives were also requested to 
ensure that the letter and the Agreement be provided to their 
Capitals as soon as possible.  Paragraphs 3, 4 and 5 below 
contain the texts of the signed letters that were provided to 
Representatives of Belarus, Kazakhstan and Ukraine.
