Understanding cables
Every cable message consists of three parts:

ΒΆ1.  (U) On June 16, poloff delivered reftel message to 
Panayotis Papadopoulos in the MFA's Division of Multilateral 
Affairs.  Papdopoulos noted that Cyprus had supported the 
approval of the Third Additional Protocol and was likely to 
follow consensus on the approval of amending ICRC statutes to 
allow organizations like MDA to use the red crystal emblem. 
He agreed to pass the points to his director.
