Understanding cables

Confirming the information provided in her absence (ref A) 
MFA UN/IO human rights action officer Beatrice le Fraper du 
Hellen told poloff May 11 that the GoF is opposed to a 
decision-making meeting in Geneva and would take that 
position in ECOSOC.  Fraper was non-committal regarding 
whether France would seek to convince other members to oppose 
the Geneva meeting.  She indicated that France could have 
accepted the text of the the CHR resolution had it only 
referred to informal discussions in Geneva.
