1. Pol/Econ Chief delivered reftel demarche to Deputy Foreign 
Minister Mustafa Noman on April 13.  Noman was please that 
Secretary Rice would attend the April 28-30 Community of 
 
SIPDIS 
Democracies (CD) Ministerial in Santiago, commenting that her 
participation would draw attention to important issues 
affecting emerging democracies.  The DFM said he will be the 
ROYG representative to the meeting, as Foreign Minister Qirbi 
will be traveling with President Saleh to South Korea. 
 
2. Noman discussed the idea of a regional democracy charter, 
proposed by former Prime Minister and founder of NGO the 
Cultural Bridges Forum Dr. Iryani during the February 23-25 
visit of U/S Dobriansky to Sanaa.  Noman said he did not 
believe Iryani's idea has yet been fully developed, however, 
he is aware of U.S. support and promised to flush out the 
concept with the former PM in advance of Ambassador's meeting 
with Iryani early next week.
