Understanding cables

Per reftel, on November 16 PolOff demarched Kyrillos 
Nicolaou, an official in the Department of Multilateral 
Affairs, Cypriot MFA.  Nicolaou stated that Cyprus "more or 
less" agreed with the USG position on the proposed 
constitutional changes in Venezuela.  The Cypriot positon 
would become more clear after the next meeting of the 
European Union's Committee for Latin America (COLAT) working 
group on December 5, he added.
