Understanding cables
Every cable message consists of three parts:

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1.  Per reftel, USNATO nominates the following individuals to 
participate in the March 26-27 European conference on 
insurgency, "A Comprehensive Approach to Modern Insurgency: 
Afghanistan and Beyond."

Security Policy Ambassador Martin Erdmann (note: German 
national)

2.  Ambassador Nuland invited Secretary General de Hoop 
Scheffer to open the conference.  The SYG expressed interest, 
but noted he may not be able to travel during the proposed 
time frame.  He would be open to addressing the conference 
via DVC if travel proved impossible.
