Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

(SBU) Global Affairs officer consulted Russian Embassy Deputy 
Political Counselor Dmitri Cherkashin concerning ref demarche 
March 16.  Global Affairs officer then delivered the demarche 
to German MFA International Energy and Nuclear Energy Policy 
Division Desk Officer Joerg Polster March 19.  Polster said 
it is good that Ukraine has accepted the GI Statement of 
Principles and become a partner nation.  Polster also said he 
will convey the information to other relevant German 
officials.  Germany will include the Ukrainian points of 
contact in GI-related correspondences after receiving the 
contact information, according to Polster.
