Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1.  (U) Per reftel request, Mission has notified the 
Indonesian Department of Foreign Affairs (DEPLU) via 
diplomatic note that the President has appointed Sada Cumber 
as the U.S. Special Envoy to the Organization of the Islamic 
Conference (OIC).  Mission has also provided DEPLU with a 
copy of Sada Cumber's official biography. 
 
2.  (U) Poloff also discussed Cumber's appointment with Hadi 
Martono, Deputy Director for DEPLU's Office of Socio-Cultural 
Affairs, which is responsible for OIC matters.  Martono 
welcomed Cumber's appointment as Special Envoy and said the 
Indonesian delegation to the OIC Summit in Dakar, Senegal, 
looked forward to meeting him on the margins of that event. 
Martono also said Indonesia would welcome a visit by Mr. 
Cumber any time, should he plan travel to OIC member states. 
 
3.  (U) On March 4, Mission issued a press release announcing 
Mr. Cumber's appointment as Special Envoy.
