Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

On July 24, Pol/Econ officer delivered reftel talking points 
regarding the U.S. decision to designate Sanam Industrial 
Group and Ya Mahdi Industries Group as two entities subject 
to E.O 13382 as a result of their support for weapons of mass 
destruction (WMD) proliferation to MFA Security and 
Disarmament Officer Filipe Rameira.  Rameira agreed that it 
was important to block companies that fund WMD proliferation, 
but offered no further comment.
