Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

Discussing cables
If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1.  ConGen contacted Bernhard Wagner, Managing Director of 
Prueftechnik Dieter Busch AG.  Wagner confirmed that Prueftechnik 
had received all 10 Inertial Sensor Assemblies (ISA) listed on the 
license and assured us the ISAs had been incorporated into 
Prueftechnik's PARALIGN systems. 
 
2.  Prueftechnik provided ConGen a list identifying which specific 
ISA had been incorporated into which PARALIGN machine.  Prueftechnik 
stated that the sets of gyros are firmly integrated into the 
PARALIGN systems and cannot be easily transferred from one machine 
to the other.   Prueftechnik confirmed the sets of gyros 
incorporated into the PARALIGN systems would be used by Prueftechnik 
and its subsidiaries for demonstration purposes at trade shows. 
 
3.  Post found no indication that Prueftechnik is acting in a manner 
inconsistent with U.S. export controls, or was not forthcoming in 
its answers to our questions. 
 
4.  This report has been coordinated with Embassy Berlin.
