Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1. (U) MFA Arms Control Chief Peter Gottwald plans to attend 
the informal CTBT meeting with U/S Tauscher on the margins of 
the September 24-25 Article XIV Conference in New York.  Per 
instructions from the German UN Mission, Gottwald has blocked 
off time for the meeting on the morning of September 25. 
However, he remains flexible and is awaiting confirmation 
from USG officials on meeting time/place. 
 
2. (U) Gottwald has already departed Germany for visits to 
other European capitals prior to his arrival in New York on 
September 23.  Follow-up information should be coordinated in 
the U.S. with German Mission contact Florian Laudi at 
202.940.0429.
