Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.

SUBJECT: EXBS: TURKEY ADVISORS MONTHLY REPORT- (DECEMBER

1.  Summary:   At the request of the Office of Export 
Control, ISN/ECC, Middle East Desk,the EXBS Advisor conducted 
a curriculum review of the Royal Omani Police (ROP) Customs 
Training Department in Muscat,Oman, December 3-10, 2009.  The 
review focused on the ROP Customs use of risk management 
principles in the selection of cargo for examination and the 
training curriculum used for both basic and advanced training 
of Customs officers.  END OF SUMMARY. 
 
2. Completed Actions for the Reporting Period: 
 
A.  Meetings during the Reporting Period by EXBS Advisory 
Team: None 
 
B. Training Conducted During the Period: The EXBS Advisor 
conducted a Curriculum Review of the ROP (Customs) training 
department in Muscat, Oman December 3-10, 2009.  The Advisor 
met with the Director General of ROP Customs, department 
heads from the Training and Risk Management Departments, and 
visited the Muscat seaport and airport cargo processing 
facilities, and the Al Wajajah land border crossing at the 
United Arab Emirates - Oman border.  The review focused on 
the use of risk management in cargo targeting and 
selectivity, and the training curriculum needed to enable the 
ROP Customs Officers to better use risk management principles 
in their work. Recommendations were provided to the Office of 
Export Control (ISN/ECC) Middle East Desk. 
 
C. (U) Equipment Delivered During this Period: None 
 
D. (U) Imminent Training or Equipment Status: EXBS is 
continuing to work with the Turkish National Police (TNP) to 
initiate the upgrade of the hand held "Identifinder" Isotope 
Identifier device. The TNP received the 8 original units in 
2008, for use by their bomb disposal team. 
E. (U) Significant Developments in Export Controls, 
Nonproliferation, or Related Border Security: None 
 
3. (U) Future Activities: EXBS will be meeting with the 
Ministry of Foreign Affairs, Customs, Turkish National 
Police, Turkish Atomic Energy Authority and other agencies 
during the month of January to establish training program 
delivery dates for the remainder of 2010, and to schedule 
border gate visits to conduct equipment utilization reviews.
