Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1. (SBU) Ambassador Cook delivered reftel demarche to CAR MFA 
Dieudonne Kombo-Yaya in a lengthy conversation regarding the 
CAR's voting record within the United Nations General Assembly 
in a meeting on December 17. 
 
2. (SBU) The MFA noted that he had worked on Israeli and 
Palestinian issues for 10 years, having held a Palestinian 
affairs portfolios during his tenure as a Permanent Secretary at 
the African Union. He promised to study the demarche, and engage 
with the PermRep in New York to discuss the CAR's UN votes.
