Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

END REPORT, KABUL, AFGHANISTAN 
 
I. BROAD ITEMS OF INTEREST TO ADVISORS AND AGENCY MANAGERS: 
 
1.(U) EXBS staff and Deloittle Systems Engineer, Van Zanders 
conducted an inventory of the computer equipment EXBS will install 
at the Afghan Ministry of Commerce and Industry.  The installation 
and configuration of the system will be completed on February 3, 
2010.  EXBS staff and a contracted export control law expert, Mr. 
Toomas Raba, completed the fourth of five workshops designed to 
complete the draft of a strategic goods law for the Afghan 
Government; EXBS staff met with the Deputy General of Afghan Customs 
to discuss training programs and equipment deliveries at inland 
customs depots and border crossing points. 
 
II. COMPLETED ACTIONS FOR REPORTING PERIOD (KABUL, AFGHANISTAN): 
 
A. Site Assessments and Meetings held during this Reporting Period. 
 
1. (U) EXBS staff worked daily with a systems engineer to install a 
licensing system at the Afghan Ministry of Commerce and Industry in 
Kabul.  The installation and configuration of this phase of the 
project will be completed by February 3, 2010.  The Licensing 
Department will be linked with the Afghan Central Business registry 
(ACBR) data base and eventually to six ACBR offices in other cities 
in Afghanistan.  The Deloittle engineer has been providing training 
to two Afghan IT technicians during the installation phase. 
 
2. (U) From December 12 until December 24, 2009 EXBS assisted an 
export control law expert from Estonia, Mr. Toomas Raba, with the 
fourth workshop designed to assist the Afghan Government in 
developing their Strategic Goods Law.  Mr. Raba and EXBS have been 
working with subject matter experts from the Afghan Government for 
over one year on the draft law.  The law will be presented to the 
Afghan Parliament by the Afghan Ministry of Commerce and Industry. 
 
3. (U) EXBS met with the Deputy Director General of Afghan Customs 
to discuss training and equipment that will be delivered during 
2010.  EXBS has fifteen training programs scheduled for Afghan 
Customs and Border Police during 2010. EXBS has contracted with an 
Afghan trucking company located in Kabul to provide secure/insured 
delivery of EXBS equipment to Customs Inland Customs Depots and 
border crossing posts.  Delivery of the equipment is expected to 
start on January 18, 2010. 
 
 
B. Training Conducted During Report Period. 
 
1.(U) From December 13 - 25 EXBS and a contracted subject matter 
expert provided training to assist Afghan Government Officials in 
drafting legislation to control shipments of strategic goods in 
transit, transshipped goods, and brokering activities. 
 
2.(U) From December 3, 2009 - Feb 3, 2010 the EXBS staff and 
Deloittle Systems Engineer provided continuous computer and system 
engineering training to the IT staff of the Ministry of Commerce and 
Industry.  The training consisted of equipment installation, 
configuration, and export control licensing program implementation. 
 
 
C. Training Programs Pending. 
 
Numerous equipment and Inspection and Control training programs are 
scheduled for Afghanistan during this FY.
