Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1. (SBU) The Turkish Foreign Ministry and embassy exchanged 
diplomatic notes in Ankara on March 30 to formalize the 
transfer of Conventional Forces Europe (CFE) Treaty equipment 
entitlements based on the memorandum of understanding text in 
ref b as modified in ref c.  Turkish note was e-mailed to 
Larry Schultz (VCI/CCA) and Joe Bernath (EUR/RPM).  The MOU 
provides for Turkey to transfer to the U.S. 35 tank and 20 
armored combat vehicle entitlements. 
 
2. (SBU) We expressed our appreciation to MFA Arms Control 
DDG Ahmet Muhtar Gun, whose personal intervention and 
persistence in overcoming bureaucratic obstacles have been 
key to success in finalizing these transfers.
