Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

ARTICLE XVII DISCUSSIONS, NOVEMBER 21, 2008 
 
1.  This is JCIC-XXXIII-023. 
 
2.  The text at Paragraph 3 below is the Press Statement on 
discussions in the Joint Compliance and Inspection Commission 
that are required by Article XVII concerning whether the 
START Treaty should be extended.  The statement was delivered 
on November 21, 2008. 
 
3.  Begin text: 
 
Statement by the United States Representative to the Joint 
Compliance and Inspection Commission for the Strategic Arms 
Reduction Treaty (START) 
 
      In accordance with Paragraph 2 of Article XVII of the 
Treaty Between the United States of America and the Union of 
Soviet Socialist Republics on the Reduction and Limitation of 
Strategic Offensive Arms (START), on November 17, 2008, 
Representatives of the United States, Belarus, Kazakhstan, 
the Russian Federation, and Ukraine met in Geneva, 
Switzerland, to consider whether to extend the 1991 Treaty. 
 
      Therefore, the requirement of the Treaty to meet on the 
issue prior to December 5, 2008, is fulfilled.  However, the 
Parties desire to point out that there was no Treaty 
requirement to make a decision to extend the Treaty at this 
meeting. 
 
      The United States, Belarus, Kazakhstan, the Russian 
Federation, and Ukraine will continue to consider the issue 
and note that a decision on this issue can be made up until 
the date of expiration of the Treaty on December 5, 2009.
