Understanding cables
Every cable message consists of three parts:

(U) On September 15, Poloff delivered reftel points on 
Syria to Marin Mottus, MFA Director of Middle East 
Affairs.  Mottus noted that Estonia has no diplomatic 
representation in Syria, thanked us for the additional 
information and said the GOE will share information on 
developments within EU fora in regards to Syria with us 
in the future.
