Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). On December 1, Post delivered reftel talking points to Vasiliy 
Titushkin of the MFA Legal Department, the Ministry's lead action 
officer on Antarctic Treaty issues.  Titushkin advised us that 
Russia supports the proposed date and format of the Antarctic Treaty 
Consultative Meeting.  He said that the Government of Russia is 
still considering the makeup of its delegation with a view toward 
participation at the minister level, and that his office would be 
able to provide additional information at a later date.
