Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

Post delivered reftel talking points on April 12.  Econoff 
met with Janusz Wawrzyniuk, Counselor in the Ministry of 
Foreign Affairs Security Policy Department, on April 25 to 
follow up on talking points.  Wawrzyniuk was enthusiastic 
about the subject, but noted that the GOP has not yet 
identified a POC to represent the various agencies concerned 
with potential misuses of dual-use life science technology. 
Wawrzyniuk noted that interagency meetings were taking place 
on the subject, and that he would contact econoff as soon as 
a POC had been named.
