Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

(U) Pol/Econ Chief December 10 delivered reftel message 
concerning the WTO Hong Kong Ministerial meeting to MFA 
Director for International Organization Affairs Ghassan 
Shaikho.  Shaikho agreed on the need to open developed 
country markets to the Least Developed Countries.  Noting 
that he was a member of the Bahraini team attending the Hong 
Kong Ministerial, he promised to distribute the message to 
the Ministry of Industry and Commerce and other members of 
the Bahraini negotiating team.
