Understanding cables
Every cable message consists of three parts:

If you find meaningful or important information in a cable, please link directly to its unique reference number. 1.  A/DCM delivered reftel demarche and non-paper on December 
27 to Carolina Gudenus, acting head of the Austrian MFA's 
Middle East and Africa division.  A/DCM followed up on 
January 3 with Ralph Scheide, the MFA's assistant 
secretary-level Middle East and Africa director.

the key elements of UNSCR 1737.  Regarding Aerospace 
Industries Organization (AIO), Scheide said a decision to 
list would have to come at the EU level, not at the member
