Understanding cables
Every cable message consists of three parts:

Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). ΒΆ1. Post delivered reftel demarche to MFA PDAS equivalent for 
International Organizations, Marc Giacomini, on June 16. 
Giacomini expressed France's "regret" for the U.S. decision 
to no longer participate in HRC sessions or activites and 
noted France's desire to continue working with the U.S. to 
advance human rights. Giacomini said France is determined to 
improve the Human Rights Council from the inside and will 
continue to look for U.S. support to advance our shared human 
rights values in other fora.
