Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

DEMOCRACY ASSISTANCE DIALOGUE MEETING IN RABAT

1.  MFA Policy Planning Directorate Department Head Levent 
Gumrukcu told Poloff September 21 that MFA Director General 
for Policy Planning Ambassador Mehmet Akat would lead the 
Turkish delegation to Rabat.  MFA Coordinator for BMENA Omur 
Orhun has a meeting in Cairo at that time and will not be 
able to attend.  The Turkish delegation will also include 
Gumrukcu and MFA BMENA desk officer Berk Ece.  Gumrukcu added 
that Turkish NGO TESEV, instrumental in arranging Turkey's 
DAD meeting on women's issues in Istanbul in June, will also 
be represented. 
 
2.  Gumrukcu said the GOT was eager to make "conceptual and 
financial" contributions to the Foundation for the Future. 
Poloff recommended the Turkish delegation discuss details 
with the US delegation in Rabat.
