Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1. (U) This is an action request.  Please see para. 3. 
 
2. (SBU) On Sept. 13, MFA Deputy Director General for 
Disarmament and Arms Control Haluk Ilicak sent PolMilCouns a 
proposed change to the draft CFE Host Country Agreement text. 
 The GOT seeks to add a new Article V at the end of the 
agreement.  Proposed Turkish change follows:
