Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). (SBU) On February 24, Acting Poloff delivered reftel talking points 
regarding the Durban Review Conference and the meeting of the 
Intergovernmental Working Group in Geneva on February 16-19 to U.S. 
Desk Officer Claudette Harrison at the Seychelles Ministry of 
Foreign Affairs.  Harrison was non-committal.  Post notes that 
Seychelles often does not vote at UN events and has been 
unresponsive in the past regarding UN issues.
