Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

ΒΆ1.  On 10 July, poloff delivered talking points and White 
House Statement (reftel) to Ministry of Foreign Affairs Desk 
Officer Augustin Rutikara.  Rutikara agreed with the USG 
position that the missile launches were a negative 
development for the world and that the international 
community should continue to pressure North Korea to cease 
its provocative actions.
