Understanding cables
Every cable message consists of three parts:

1. On May 31, Ambassador delivered the demarche reftel to 
Burundian Foreign Minister Antoinette Batumubwira. 
 
2. The Foreign Minister, caught as she prepared to depart 
for a cabinet meeting and sounding uncharacteristically 
harried, acknowledged the boldness of the U.S. initiative, 
calling it a positive step.  She promised a Burundi response 
as soon as possible.
