Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

SUBJECT: EXCHANGE OF U.S. START TREATY BILL WITH RUSSIA 
 
1. This is an action request. 
 
2. In accordance with Annex 14 to the START Treaty Inspection 
Protocol (IP), the Defense Threat Reduction Agency (DTRA) has 
prepared and forwarded to Embassy Moscow (DTRO-M/ACID), via 
express mail and unclassified E-mail, a START Treaty bill 
(which includes a DTRA cover memo) for the period July 1, 
2008, through December 31, 2008.  The bill (START-09-1), 
which totals 29,333.00 USD, is for cost category 17, 
"training and maintenance for telemetry playback equipment, 
and the provision of spare parts and replacement parts for 
such equipment," as specified in paragraph 17 of Section II 
of Annex 14 to the IP. 
 
3. Upon receipt, Embassy (DTRO-M/ACID) is requested to 
deliver the bill and cover memo to appropriate host nation 
government officials not later than February 28, 2009. 
Embassy representatives are further requested to confirm, via 
cable to Washington and unclassified E-mail, to DTRA/OSAS 
(robert.habashi@dtra.mil and philip.smith@dtra.mil) the 
delivery of the bill, the name and office of the official to 
whom they were delivered, the date of delivery, and any 
comment or reaction provided at that time.
