Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

If you find meaningful or important information in a cable, please link directly to its unique reference number. We delivered reftel demarche to MFA Georgia desk officer Ivan 
Raichev on September 29.  Raichev said 
Bulgaria would wait until the October conference to determine 
how it will join EU mechanisms to provide assistance.  He 
noted that the government intended to provide additional 
bilateral assistance but as of now there were no specific 
plans.
