The Solution:
Vlade Sadunaite

The Explanation:
Fox noticed that the piece of tape didn't have any hairs sticking to it, meaning whoever used it probably shaved his ankle. While all the suspects had a razor and shaving cream in their locker, only one had a beard and no other reason to have the toiletries. Vlade used the razor to shave his ankles because he couldn't stand the pain of having his hairs pulled out. He was ready to leave the country with the money from the safe when the police arrived.
