His See also:political career was rather that of a See also:civil servant than of a party politician. In 1879 he entered the See also:ministry of See also:foreign affairs as a secretary, and See also:rose step by step through the See also:diplomatic service. In 1886 he was elected See also:deputy for Aisne, but, defeated in 1889, he returned to his diplomatic career, and on the 31st of May 1894 was chosen by See also:Charles See also:Dupuy to be See also:minister of foreign affairs. With one interruption (during the See also:Ribot ministry, from the 26th of See also:January to the 2nd of See also:November 1895) he held this See also:portfolio until the 14th of See also:June 1898. During his ministry he See also:developed the rapprochement of See also:France with See also:Russia—visiting St See also:Petersburg with the See also:president, See also:Felix See also:Faure—and sent expeditions to delimit the French colonies in See also:Africa. The See also:Fashoda incident of See also:July 1898 was a result of this policy, and Hanotaux's distrust of See also:England is frankly stated hi his See also:literary See also:works. As an historian he published Origines de l'institution des intendants de provinces (1884), which is the authoritative study on the intendants; Etudes historiques sur See also:les X VP et X VIP siecles en France (1886) ; Histoire de See also:Richelieu (2 vols., 1888); and Histoire de la Troisieme Republique (1904, &c.), the See also:standard See also:history of contemporary France. He also edited the Instructions des ambassadeurs de France d See also:Rome, depuis les lraites de Westphalie (1888). He was elected a member of the French See also:Academy on the 1st of See also:April 1897.
